Games run slowly

Hello blurbusters! I have been playing competitive shooters for quite some time (about 10 years). After moving to a new built house, I noticed that in any fps game, I began to notice how slowly the bullets from my weapons fly, the game seems to become sluggish. In 1v1 firefights, any noob has an advantage over me and kills me faster than I can kill him. I didn't notice it before and thought I was just having bad days. However, it happens that at night or in the morning or in the evening games return to normal and shooting with cunning becomes much better, the mouse moves around the desktop a little faster at the same dpi. Connecting a PC to a surge protector also helps me, but it gets better for a maximum of 1 day. I have a stable internet connection. List of games I tested:
CS GO - the mouse seems sluggish, it is impossible to spray, the bullets seem to fly through.
Apex Legends - the game seems to be sluggish, bullets fly out of my weapon more slowly than from the opponent's weapon.
Valorant is the simple feeling of a lethargic mouse.
BF5 - get killed when I'm behind a wall (wtf).

R5 2600
GTX 1660 super
MSI b450m Mortar Max
Kingston hyperx 2x8 (3200)
Thermaltake TR 2 Series 650w
Zowie xl2411k-display
zowie fk1, razer abyssus 2014 (old razer doesn't feel sluggish unlike zowie)

I have this problem since 2015 Curiously, it all started when I moved to another place. No fix to this day i stoped playing competitive games
because is unplayable.

Getting shot behind a wall is a network issue.

No, I had no problems in the old apartment, it was a house built in 2007, where there were a large number of shops on the ground floor, and there was also a huge shopping center nearby. My old computer with an AMD fx processor and a 1GB video card made me happy. But as soon as I moved to a new house in 2016, where there are no large stores, shopping centers and high-voltage transmission lines nearby, I noticed that my PC behaves strangely in csgo, I thought it was because my PC is 2013 ( 90 fps in cs go). As a result, I assembled a new one on pj 2600 with a new monitor, but the problem did not go away. Sorry for my language, English is not my native language.

So you switched ISP's. Okay so let's point out that could be a problem. As for powerlines, distance is key. Measure the distance and report back here. EMI drops off dramatically the further you are away from the source.
