Try going to the accessibility settings and turn camera shake, hud shake, and reduce menu movement to OFF/Minimal
Also, you can try playing with High Precision Mouse Input, but that does not change how the game feels or looks at all.

I can get close results on windows 11, but here I am using a debloated version of Windows 10. I have a 12700K with an all-core OC at 5.2ghz (disabled ecores). Off the top of my head, you could try a few things: Installing a custom OS like revi OS. You can technically do many tweaks by yourself, but this will do alot of them for you. Apply MarcC Fix mouse fix. I think this shouldn't matter when you use raw input, but it makes your mouse movement 1:1 in win...

I don't think this is currently released yet, but it is available at my Best Buy. Can't sell it yet, but someone put it on the floor. Gonna cost $999, just wish I could see what the coating is.
