You might be getting some harsh 0.1% lows and minimums.
That's the first thing I'd check as averages don't tell the full story.

It's definitely not Core Parking as mine are unparked (at least the one you can check in resource monitor, parkcontrol).

I found an interesting behavior, if you run a CPU stress test such as Aida64, your DPC latency goes down significantly.
On my system it goes from 0.27 > 0.16.
Not all stress tests do this, I've only found Aida64 and HeavyLoad to have this behavior.

you seriously use useplatformtick yes + 0.5ms timer in 2023??
and msi afterberner adds dpc latency on lastest nvidia drivers, use reg tweak for lock freq.
anyway, thanks for this.
