I'm going to share a few things that have been overlooked by others (as always) and I'll start with the least risky one:
Setting virtual memory to 1.5x your total memory - for 16 GB that would be 1.5x16x1024=24576.

quickly bumping this with more info.
For a few years i've tried updating mouse drivers but always was unsuccessful, until today where i figured out the correct combo of actions, this took my 2006 driver to a 2024 driver.
No comment on if this has helped the issue, but I figure, new driver ...

This is normal because you're using the settings that give the lowest latency. I also use an OD above 80 because I prioritize faster input over ghosting. There isn't much more to do, maybe turning off things like logo display if you can. I also changed the monitor address because it is clearly ...

1) Try to reinstall windows (revi/ggos)
2) Use first default bios / use latest default bios (if same, setting up new bios with xmp only)
3) Full configure / default bios (set 1 settings - reboot to OS - test)
