That said, if you're going to be using an AMD card in FreeSync mode on the AW2721D, is there a reason you're not going with the AW2723DF instead? I.E. future-proofing in case you buy an Nvidia GPU?
I already have a 3080 and the AW2721D and am thinking about swapping the GPU for a 7900XTX so I ...

Oh, that.
I'm familiar with the first two sources.
That's typically not due to VRR operation itself, but due to differences in display processing, firmware and driver implementation between monitor models/modes.
I.E. one FreeSync monitor can have lower overall latency than a native G-SYNC ...

I have seen a couple sources that state that Freesync has ~25% more latency than G-Sync, is this true?

I recently became a massive Linux nerd and on my quest to figure things out on that platform, I have found several resources that say kwin/kde plasma in general has the option now to disable and allow tearing to occur (thus no vsync) though, there is more to the story found here:

Triple buffer will still work to prevent tearing, but could potentially add extra latency/issues due to its extra buffer (G-SYNC operation is natively double buffer).
I have zero Linux experience, so can't help you there.

Today's modern monitor refresh rates are now far beyond that, so 800dpi can sabotage your mouseturn/mouselook frame rate of your slowtracks (e.g. sniper scoping etc).
Would you say 1440p240hz with 400dpi with a relatively low in-game sensitivity (1.85 CS:GO) would be a concern. I doesn't feel ...
