Much like how spatial scaling from 640x480 to 3840x2160 looks much better than scaling 640x480 to 800x600

Spatial is not equal temporal. Especially in terms of human visual sytem.

60Hz CRT simulation looks fine at large native:simulated Hz ratios, like 4.5 or 7.5

It depends. Phosphor decay is based on frames. So, for smooth effect we need to sync fps with the monitor's refresh. Without VRR display frame drops will cause erratic flickering (since we're desyncing). With VRR G-Sync/Free-Sync, if you use standard methods like capping frames 3-5 bellow monitor's ...

Perceived clarity/responsiveness. Please, read the posts more thoroughly.

This is not a placebo, I do observe an effect. The difference is not huge by any means. In my opinion, it would pretty much resemble a difference between, let's say, 100Hz vs 140Hz, or capped G-Sync with v-sync ON vs uncapped frames. Sorry I can't tell for Windows 7, only tested it with Win 10. Maybe, in Windows 7 you already getting the best possible results/clarity. Also, haven't tried Lasso, but would imagine it would work in exactly the same way as Processor Hacker, as long as we set DWM's priority and I/O priority to idle ...

Yes, it was, and still is. Although, in Win 7 you could disable it. Unfortunately, In Windows 10, they have removed such possibility. Can't tell anything about your experience, but I do see the benefits of disabling with my own eyes. I just need more information/tests on it.
