Okay but doesn't GPU track its own power consumption regardless of the end user to regulate the GPU power use regarding its TDP? Is it possible that some of us have GPUs with broken power sensors at firmware level? My GPU is gigabyte so it is very possible their firmware is buggy but I don't know ...

@DrivenCrazy try "Front edge sync" limiter within Rivatuner's setup menu. It helps "a bit" but quite laggy. I'm having a similar issue in AC Mirage. I have a 144 hz screen and I've tried in game, RTSS and NVIDIA's frame cap to cap the game to 60 but result is a stuttery, non smooth 60 FPS that constantly has microstutters and skips on the screen. I can confirm VRR is working with monitor OSD but it ...

I went ahead and video proofed the issue. First video is with 60 FPS cap, monitor set to 144 hz with VRR enabled. It stutters and frames keep skipping, creating a very unpleasant experience.

That's an interesting glitch...
Normally the best advice is to tweak LFC higher to a number such as 55 or 65.
However, sometimes lowering the minHz threshold actually helps certain VRR panels.

For some reason with default refresh rate range, 48-146, I get weird out of sync refresh rate behaviour at low framerate caps. When I tweak the LFC lower range to 30 or 36 hz, it gets fixed and 30 FPS cap makes the screen run at 60 hz as it should. Mind you, I get physical stutters on the screen ...
