Am I correct in my assumptions, then, that in all other cases, the input lag will be nowhere close to 35 ms?
With modern gaming monitors, they don't get that laggy. You may get button-to-pixels latency like that but a lot of that is the engine itself, not the monitor itself.

SO it seems to me the only case, where this high input lag manifests itself, is some old game that can't be run borderless fullscreen, and is hardcoded to set the fullscreen display mode to 60 Hz. And there is no work-around, unless a binary patch for the game exists.
