The 24-series GPU drivers from AMD are at 24.7.1 now and, like all previous 24.x releases, the system-wide stutters and increased input lag relative to the 23.12.1 drivers are still present for me. I've tried on both Windows 10 and 11, existing and fresh installs.
The notes for the first few releases made mention of the stuttering, but even after they stopped listing it the issue remained, at least for me.

Gonna check and report back. No stutters but maybe better input latency on 23.10.2

No stutters with the new drivers but 23.10.2 is definitely a lot better in every way.

So today i check if there is new drivers, and it turns out i have the latest version but in the amd site they revert the newest driver to their last one,and now i have the new one can someone explains please ?

In gaylorant and cs2 for high fps you must have good cpu, its not about gpu,i have 100fps but my cpu is i5 6600,i am level 7 in face it.

maybe, but in my case my motherboard only have "Above 4G Decoding" and does not have Resizable BAR,and even tho my vc is 8gb i can only use 256mb.in the screen the app says that "Resizable BAR" is disabled but on my motherboard it does not exist,i update my bios to the last one and it still the same.

You tried to find Resizeable Bar Option through Scewin and enable it that way ? maybe gonna works for you too then.
And you need disable CSM and go UEFI after..

Have no Idea if this thing rly working and does something because i noticed zero differences but read that in some games it rly gives up to 20% performance boost.
The thing which i dont understand why it still says: hardware support [NO] and driver support [Unsupported GPU] in GPUz.
