Fine detail? That EVERY game had stutters like crazy no matter the settings/GPU/mem and other things I changed. The best visible way to see it is to watch the video in my post.Can you explain the problem you had with amd in fine detail ?

Change? No. But I ran with all case plugs disconnected except the power. I also ran it with no case as I was changing out motherboards and had the same result. There is no doubt that it is 100% an issue with the CPU or Motherboard.

I had similar issues on 5950x and 3090. I was able to find settings that helped, and after weeks of changes the problem has been resolved. I think the setting that fixed the occasional freezing like the video shows was turning off XMP in BIOS.

My question is when you when to the Intel hardware did you also upgrade that Intel 660p? I’ve noticed in my Google searches many cases of stuttering and the 660p come up in a ton of them.

I did replace the Intel 660p with Samsung 980 Pro, it made no difference with the problem that I was having.
