Some people say that Gsyncpulsar or ULMB2 will not be on OLED because OLED lacks backlight.
However, OLEDs also have monitors with their own black insertion technology.
Has NVIDIA considered that?

Not backlight because OLED pixels has primary emission but yes strobe. 
If G-Sync Pulsar doesn't support any AMOLED display, this is super abnormal and this gets very confused and

nvidia explicitly said that every new PG27 from asus would support pulsar.
the only new PG27 announced is the 480 oled.

Those are bold claims by Nivdia and we have yet to see anything half way through the year all news on it is dead.
I call bullshit on Nvidia's claims if it means IPS.
We can already do VRR WITH BFI on OLED displays perfectly fine with a simple github app "Desktop BFI" so there is no need for pulsar on OLED and I doubt anybody is going to be excited about that. And given the low brightness of OLED BFI, I wouldn't touch it with a 10 foot pole

Unfortunately due to the way backplanes are designed in OLED, it's likely easier to use large-ratio lagless framegen as a motion blur reduction technology.
It would be like simultaneously turning on GSYNC, ULMB, DLSS, FlickerFree, and LagFree. All at the same time, with the benefits of all of them, combined -- but without using flicker-based motion blur reduction.
The tech improvements is to make sure that framgen, isn't shitty framegen (Like laggy yesteryear interpolation). And more like the interpolation-maths built into H.EVC and H.VVC rather than the interpolation maths built into MPEG1. All sorts of optimizations like more flawless parallax reveals, combined with double-image-free reprojection (timewarping) on ultra-high-framerate sample and hold displays.
