low latency pc build help

hi. im looking for help with a pc build that is suited for competitive gaming at a high level with the best and lowest latency parts on the market. i started researching but i am still new to understanding how to build pc's as a whole and would need some guidance on what to buy. price is not an issue and im sorry if my part selection is bad, it's still in the works.

7700 / 7700x / 9700x - best cpu
find any am5 board with cpu usb 2.0
memory is 7200c34 minimum (decrease timing and freq. to 6000 to be sure 1:1)
psu any 18avg.
vga any, but better to take manufacture is same like motherboard.
better to check qvl to be sure ram and vga is fully supported to your board.
avoid any intel.

any x3d have less responce then usual 00x
and you cant fix your clock on x3d = less stable

Dark Power 13 has issues with noisy fan.

This is the first time I've heard this- can you please provide a source because my understanding is that any x3d chip will be faster (in terms of input latency) than the 'standard' 00x equivalent. I'm currently on a 5950x aorus master x570s 3090 build which I believe has higher than usual input latency which I've been dealing with for a long time- I've tried various things like disabling ccd1 etc to get things to a more reasonable state but unfortunately for me the game I play isn't optimized well (halo infinite) so the slight input latency that my system does have is noticable.

I'm getting up to speed on latest/fastest amd vs intel and need to make a decision- overall it seems like intel is the 'safer' bet if I want lowest latency possible due to the overal chip/architecture design and faster memory options?

In AMD build you are wasting money for high frequency RAM. 6000MHz will do. Not to mention AMD will fail anything so high and even couple of hundred MHz more will gain like 1% with X3D.

I'm sorry, but I'm lazy.
The information I gave is quite enough.
I’ll add that nic should be realtek.
For some reason, AMD boards add an intel nic i225, which, like the i226, is garbage.
I'm not an AMD fan, I've been on Intel all my life. but now this company is doing unplayable things.
Compared to 13700k and 5800x and i226 vs 8125b, I prefer the last. (I tested both processors head-to-head).
just buy good amd b650 / x670 board with realtek nic and usb 2.0 direct to cpu for your mouse only. msi/asus is good for amd. avoid gigabyte (always problem with bios). vrm there must be good if you want static oc your 9700x/x3d. open newegg amazon computeruniverse and find it.
