Electrical input lag started when my dad changed from 15 to 30 amps

Separate area for niche lag issues including unexpected causes and/or electromagnetic interference (ECC = retransmits = lag). Interference (EMI, EMF) of all kinds (wired, wireless, external, internal, environment, bad component) can cause error-correction latencies like a bad modem connection. Troubleshooting may require university degree. Your lag issue is likely not EMI. Please read this before entering sub-forum.

You don't have to tell him you have input lag. Tell him your pc isn't running as it's supposed to be and you are running into issues while using it.
And definitely don't try doing it urself if you don't know how, it's dangerous.

No you shouldn't get shocked from your PC and it's most likely because you have no ground.
Not having ground in your plugs is indeed dangerous for your equipment(and dangerous either way) and could be correlated.

Probably discharging the PC a bit by touching it ? Not 100% sure if that's possible.
If alt-tabbing fixes your issue for a bit, then you might have a different problem which might be fixable easier than we think.
Alt tabbing prolly reduces the background fps and so the stress on your pc/psu/components in general. Have you checked your temps ?

yes everything is fine i just bought this destkop but as i said i had the same issue in ps4 ( the second one where the problem started ) and my gaming laptop , so idk , about discharging the pc could it be because grounding is bad or non existent ?

Well noone knows what it really is, if they knew they would have fixed it.
Even people that do have grounding might not have "good enough" grounding.

yes but only a few of us experience that "temporary fix " when you dont touch peripherals or when your alt tab so idk if we rlly have the same source of the problem
