Update: Last night I took out the PCI-E network card and changed it for a sound card and to my surprise when I opened my game the game was much smoother I don't understand what causes my PC to not be so smooth How should I? I have a UPS online and the electrical network in my house is new... The performance in games is still good since I switched to starlink but the mouse and fluidity is a problem that I have not been able to solve
i think because your ups / elec. in your house have high interference and affect on your monitor, it cause that unsmooth feel, when 360hz feels like 60hz. My old ups have literally same interference like my socet, and run pc (it disconnected 3 days before) on battery not fixed that issue (i have xl2566k it feel off).

i think it can be fixed if monitor will run from battery, and display will connect via displayport aoc cable to avoid interference from pc.
