Neat and all, not here to argue semantics or have pissing contests based on what you think is the fastest game in existence... If I'm seeing it in Overwatch, and you don't see it in another game, does not mean it doesn't exist. You can download the game I'm pointing out there is a problem in and look to see if you can see the same thing.

I don't mind installing it for testing but I don't think this would help you determine what the problem is if I don't get blurriness.
If it is a problem with the game engine like you suggested then everyone would have it.
Seems more a hardware issue, monitor or mouse. I suppose you already tried mouse at 1000Hz and still happens.
Try disabling xhci in bios and Analyzing USB performance issues by using Xperf and Netmon.

If you don't get blurriness, then it would mean that it's specifically my computer, assuming you're using the same monitor. That's not hard to logic out.
Not everyone has the same monitor. Not everyone is able to maintain the same level of FPS (1%s and .1%s at that). Nor does everyone have the same input chain from their mouse.

Hi OP. I have your exact issue. I spin around Tracer in the Practice Range and she is all jittery. My mouse was 100% the problem, since mouse input blurred everything up while just using keyboard is crystal clear.
I figured out that my mouse was somehow not going into wifi 2.4ghz connection mode and was still using Bluetooth that made it happen. I had an old mouse control software that was somehow conflicting with the mouse, not letting it go into 2.4ghz wifi connection and stuck in Bluetooth.
Once I deleted my old software and MADE SURE the mouse was in 2.4ghz wifi, 1k pullrate, 1600dpi, 2.5sens in game, high precision input mode. I spin around Tracer again and she is crystal clear.
I can replicate it and show it on video if you want.

My monitor is a 400hz TN 1080p 24". I have it in 400hz and I can replicate your exact issue. For me, it was 100% the mouse being stuck in Bluetooth and not the monitor.
OP, if you see this, FOCUS on your trouble shooting on the MOUSE, it's not the monitor. If you have a wireless mouse, try 1khz pull rate, wifi 2.4ghz connection, 1600dpi, 2.5 in game.
If you have a wired mouse, It could be something interfering/conflicting with how OW receives your mouse inputs as you, for example, spin around Tracer. Idk what you have software wise but check mouse drivers and if you have control softwares that may conflict.

In my case I have a Viper 8k, so wireless can't be the issue. Already covered everything suggested as per other posts.
It's either my monitor or my GPU. I was playing Deep Rock Galactic Survivor the other day and it's also noticeable, but not nearly as bad, that only uses keyboard input. Mouse is on a different USB/card compared to keyboard, which is on my onboard USB/hub.
Stress tested my GPU, not an issue. Changed cables, have the highest rated cable possible (which funnily enough got rid of some weird syncing issues I was having with the stock Asus cable).

Just an update to this in case anyone finds this, for archiving and the gogglers, I obviously never solved my problem.
I found someone else who experienced EXACTLY what I described, only with the new PG27AQDP. I obviously do not have that monitor... Which leads me to once again believe this is either an issue with Windows, monitors keeping up with high refresh rates they're supposed to display (such as the controller lagging on board), or some weird teething issues with high refresh rates in general that we can now see because displays are so fast.

This is what I described over a year ago. Due to overlap in search terminology it's tough to find anyone with these same symptoms let alone have PC setups capable of displaying high enough refresh rates, the monitors capable of also displaying them, and on a personal observational level being able to notice and take note of said behavior as it's a fractional percentage of gamers.From all the games I've tested, I've noticed something specific. When the whole screen is moving, especially rapidly, clarity is lost. The best way to describe it, if you stand still and a player runs across the screen, clarity is insanely good. However, if you're waving your mouse around, clarity is lost. From this, I found enjoyment in slow or very slow paced games that really take advantage of the high hz, felt butter smooth, but in fast past games, I seriously thought I was losing my vision and even doubting my eyes lol Games like Left 4 Dead felt great, however, games like Combat Master felt horrible, even though I was constantly performing well. The best way to describe my experience for fast paced games is this. I aimed towards the general direction and guessed when to click at the right time, With my transition to the 540hz TN, I didn't feel like I was guessing anymore, I was actually aiming my shots. I well admit, having to go from 1440p back to 1080p felt bad at first since 33% less resolution is massive for image clarity, but the motion clarity was night and day, being completely worth going back to 1080p.

It is theoretically not possible for OLED to lose clarity in motion more than E-TN panels such as the PG248QP or the XL2586X.
We're talking about a ~0.5ms G2G monitor across all transitions (pure MPRT) vs E-TN's barely hitting 40% compliance on transitions (G2G hindering MPRT)
I think that particular user had more issues with text clarity and VRR flicker than what you're describing in your OP.
(his DSC point could be wrong, as there are monitors which force DSC regardless of resolution & refresh rate set, so he could've had DSC running all the time)

I have been using the PG248QP since its release, ULMB 2 Pulse Width 30. Then I tried the PG27AQDP.

My FPS game relatively falls into the fast-paced-games category, and I get constant 480+ FPS. My performance in competitive matches dropped when using PG27AQDP, because I significantly lost motion clarity in crucial actions. I had to guess and somewhat use my imagination rather that just clicking on enemies like I was doing with the PG248QP. I've played with the PG27AQDP for more than a week until I gave up, it simply is a worse monitor than PG248QP for my use case. And I regret to having to go back to 1080p after having experienced 1440p.

I have a PG248QP and was experiencing the same thing he was with a PG27AQDP. I have used my PG248QP with ULMB on as well as tried GSYNC, neither fixed it.
Point of my post was it contradicts what he's saying, but we have the same identical issue.
