On the build info, the first number after the letter is the receive latency. When you are playing with ethernet cable directly to the router, it's around 05 or 07, I checked this on 2 different PCs and all my mates PCs. When you asked those high elo players, they tell you that they also use a direct cable to the router.

What is causing that? All of them use NONE for option "Buffering to smooth over packet loss", this option adds some receive latency when turned to 1 or 2.
What are your result please? Check your build info during a round, after the letter S/V (depending of the server you are on, Valve server (V), Community Dedicated (S)), what is your first number? And what is your setup? Wi-Fi, ethernet cable to router, ethernet cable to powerline adapter?...
