Flicker free monitor

They labeled this monitor as flicker free. They wrote "This monitor dims its backlight at all brightness levels, but it's at such a high frequency that you won't notice it".

Is it really a flicker free monitor? Because my eyes are sensitive to backlight flickers.

I also can't stand many monitors, especially IPS.
Tell me, how do your eyes perceive IPS and TN?

As long as it flicker free im fine with either, but i have another problem that causes brain fog and mood changes. Haven't found what causes that.
