Okay i fixed it. I pressed alt+ctrl+del, ran a task manager and run regedit
The problem was a regedit tweak:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\StateRepository
DO NOT CHANGE IT. Leave it at 2
default setting 2, shitty "tweaked" setting is 4

Maybe this is connected to the newer versions. Hyote, in your guide, how do you kill something like sihost.exe without it automatically restarting? I only managed to end explorer.exe.

Kill the svchost above it and then sihost. I don't recommend it now because there aren't actual gains by doing it. Having a minimal service count (30-40) is enough, but even that doesn't make a difference, I just like not having many things running in the background.
