Ram causing desync/input lag

I have same problem, i7-13700k \ 3060ti \ RAM 3200 cl16 also use tuned 3900 cl17
So i have this thing for 2 months already, it came out of nowhere, i tried to replace RAM, tried to reset windows, tried GPU's, tried other divices, tried played from different places, tried monitors, basically tried everything, and still nothnig. I have video recorded from a game when this stuttering appear very hard, watch from 1:10 https://www.youtube.com/watch?v=oVQjp7KRQHc (Video on Russlan, sorry for that i made this to send to PC specialist). In this video those lags appers very blatant, but usually you cannot even see it on replay, you just feel that and its make games so unplayable. I would appreciate any help! (sorry for my english, its my 3rd language)

Try switching to 1 RAM stick and setting the speed as low as possible, you'll lose FPS and have frame stutters in game, but your shots will hit again
