This sounds like the same issue I've been experiencing for the past 4 years. I'm still conducting research but I believe the problem lies within Windows' USB stack.

You know, when I first encountered the problem first time my USB socket was beginning to play up, you just triggered that memory.
So yea bud you could be onto something there, it might have something to do with the USB stack. If you come across anything let me know, thanks!

i am facing same issue of floaty mouse , specially it happens in old engine games like for me its happening in age of empires 4 which is an rts game ,the game is unplayable for me in online multiplayer, because of weird input lag.still can't figure out the solution
