input lag and internet input lag
hello everyone from Russla, I'm also suffering from a delay, do not judge strictly, I write through a translator. Has anyone tested agp graphics cards? is there a delay in them? or maybe there was no delay in the drivers? or maybe there was no delay in win xp? when I was 13-15 years old and I was playing cs 1.6, then there wasn't even the concept of input lag, everyone played without delay and I had a good aim, but in my opinion it's not possible to play on windows 10. There are also thoughts about the delay on the Internet, yesterday I tested with a roll of drivers for my network card, but for the experiment I started installing drivers not for my card, the drivers got up, interestingly, not only the interface of my network card changed, but also the behavior, sometimes even the input lag decreased and it doesn't look like placebo maybe someone will be interested in this. I'm sorry if my text seems confusing.

Agp are like from 90's, it's super hard to find any these days and they are no drivers for win7/higher.
For the rest... I really can't understand what you meant. Try to use chat.openai.com giving a translation promt.

I dont wanna be rude but this Z3CrosS guy yaps a lot in his post. he writes all of the stuff we already tried. people have bought prebuild pcs with the same issue. I went over 3 different PCs over 13 years with no fix + laptop. This issue started when I moved to my new house 13 years ago. I could feel it immediately after i moved my old PC to the new house. Something felt off with the mouse, but I wasn't really a gamer back then.

Re: input lag and internet input lag
I'm trying via Chat GPT. My thought is that when I used to play on an old PC, I didn’t feel any lag at all, maybe because of the AGP video card or Windows XP. Regarding drivers, as you mentioned, I didn’t consider that. Yesterday, I experimented with Windows 10 Task Manager, trying to install drivers for devices they weren’t designed for, and I noticed that sometimes third-party drivers can produce interesting effects.
For example, I have a GTX 1050 Ti graphics card, but I installed the NVIDIA TITAN V JHH Special Edition driver on it. Then I launched CS 1.6 and felt that hit registration improved, and it didn’t seem like a placebo effect. I also decided to install the Qualcomm Atheros AR8172/8176/8178 PCI-E Fast Ethernet (NDIS 6.30) driver on my Killer 2200 network card, and I noticed improvements as well.
Maybe someone will find this information useful or might want to test it out. From my side, I’ll say that there were issues—for instance, sometimes the driver would fail, and a yellow exclamation mark would appear. When that happened, I just switched to another driver. The most important thing is not to install a driver labeled “Hyper-V,” because in that case, a blue screen awaits, and Windows won’t boot anymore, requiring recovery.
In conclusion, I can say that it’s possible to achieve a reduction in input lag and an improvement in hit registration, but it requires a lot of testing.
