the only logical reson behind unexplained input lag and inaccurate sensitivity

Separate area for niche lag issues including unexpected causes and/or electromagnetic interference (ECC = retransmits = lag). Interference (EMI, EMF) of all kinds (wired, wireless, external, internal, environment, bad component) can cause error-correction latencies like a bad modem connection. Troubleshooting may require university degree. Your lag issue is likely not EMI. Please read this before entering sub-forum.

@spkii
Check ping wile streaming it could be bufferbloat creating ping spikes or even packet loss both can be perceived as input lag feeling. You can also try to limit your fps to free up some resources for the stream.
Ping is OK when streaming, FPS dont dropes lower than 230-240fps on CS2, Valorant or Marvel Rivals... idk
Switch to cpu encoding/decoding from gpu in observed settings. You can also record local file to exclude "ISP problem"

oh yes, I noticed this back in 2017 when I first decided to turn on the stream. All symptoms have worsened at least 2 times. This is also bad when using any voice application. Most likely something with the UDP packets, perhaps their size. Compare wireshark with and without streaming and post the logs here.
