i cant change display scalling into gpu MSI MPG 271QRX QD-OLE
please help, I tried everything and it still didn't work, when someone else had the same problem as mine

Download DDU (Display Driver Uninstaller), download the latest Nvidia driver installer, boot in Windows safe mode, run DDU and clean the Nvidia driver, disconnect from the Internet (pull the Ethernet cable if you use that, otherwise turn off your router/modem), reboot to normal mode, install the Nvidia driver.
See if that fixes it.

The scaling option in 3D settings also doesn't work?

Hm, I think it might be because of DSC. If the display uses that, GPU scaling might not be available. Since your display is 1440p 360Hz, it seems dual-head DSC is used which prevents both GPU scaling as well as DSR/DLDSR from being supported.
If your display has an option in its OSD to disable DSC, try that to see if that makes the GPU scaling option appear. Note that this will limit the maximum refresh rate.
If there's no option for DSC, but there is one to switch from DisplayPort 1.4 to 1.2, try that, since this would also disable DSC.
