I would recommend you do 'powercfg -restoredefaultschemes' in elevated CMD and choose High/Ultimate performance plan, and leave it as it is.

Well, my friend, believe it or not, doing what I suggested gives you High/Ultimate performance (with both having min. + max. 100% by default) and exactly what you just posted previously. So what exactly had no chance in hell of happening for you, considering it is already done?

I just told you that High/Ultimate performance has a default state of 100% for minimum and maximum. If your power plans do not have that set to default, that means you've either modified your power plans or you're not using High/Ultimate. We can see from your posts that you've done some testing with various plans and different settings-- hence why I'm suggesting you use 'powercfg -restoredefaultschemes' in an elevated CMD to make sure that you've cleared everything and get a proper power plan.
Conclusively; you will yield the best performance and stability from resetting your plans and utilize the High (or Ultimate, if your system has it) performance plan. Give it a try, and you will see that the min./max. is 100% by default

On my system, the "High Peformance" Windows power profile uses "100%" for "Minimum processor state."
I don't know if the power profiles are edited when installing chipset drivers though.

i dont have chipset drivers,and i load ultimate power plan via cmd command.
