I've been in the same boat, trying different tweaks to improve my CS2 experience. Internet connection plays a huge role, but sometimes it's not enough, especially when facing highly skilled opponents. What helped me more was tweaking my crosshair settings and sensitivity to find what felt most natural. Also, watching high-rank players and breaking down their movements gave me a better idea of positioning and timing.
The problem is that if you have some kind of input lag, it will be the limiting factor for your performance and you can watch as many break-downs and grenade lineups, but you're just not going to win enough gun duels at a high level. I had like 5k hours in CS and I've been playing at 1900-2400 elo for years with atrocious personal stats (like 0.9kd and low avg) just because I know how to call strats, but the delay is infuriating to say the least. There are times when I do a fresh install and then 1-2 games it's really smooth and I can just push W+ and kill everyone with ease (130ADR), but then "something" happens to the OS and there's the delay again.
The best I could do now was install Windows 10 Version 1607 LTSB, it's pretty good for MM I'm like at 19k on premier CS2 (but I know it's not really that high but a few months before I tried playing MM it was unplayable, I couldn't even frag at like 15k. Now I have to play at like 0.4 sens 800 dpi (a really low eDPI of 320) for my shots to even register properly. But you can't install Faceit anticheat on such an old OS (unfortunately)
I also got a Focusrite Scarlett solo as an audio amp. It's nothing fancy, but I think the audio has a huge effect on smoothness, I know it's impossible to measure and 99.999% of the threads here are just placebos that can't be confirmed, so who the hell knows what really works.
I'll be trying a USB wifi dongle because why the hell not, I had some improvements when sharing LTE internet from the phone. My ping went up from like 60 to 100 but it was actually easier to hold angles, which is another ridiculous observation.
