In short, I didn't notice the difference, the sight is still not controlled. I bought it on Avito, I live in Moscow, this is the answer to my compatriot.

The power supply and this hdmi cable, even the drivers on the video card were updated, removing the old ones through the DDU program before that. There is no difference, the sight is not obedient

These are kind of a shot in the dark but they are things that are easy to try and easy to reverse if they don't do anything:
1. Go into Windows Services (can be found by going into start menu and typing Services or using Run to launch "services.msc" or in the Task Manager as well under the Services tab) and look for the following 2 services:
- Remote Access Connection Manager (rasman)
- Secure Socket Tunneling Protocol Service (SstpSvc)
Stop the services and disable them (remember what the default setting was in case you want to reverse this afterwards, mine were 'Manual' by default).
Reason being is that for whatever reason, I found that after turning on the PC... usually these services are off in the beginning. But soon after, about 5-10 minutes of the PC being on, the services automatically turn on and aim feel goes a bit wonky which is how I noticed these services being a culprit in that.
See if problem still exists.
2. Enable a hidden setting called USB 3 Link Power Management in Power Options and then turn it off. You won't be able to find the setting without enabling it first.

By default this setting is hidden and set to Moderate power savings (at least it was on my PC)
