One time I tried switching from my apartment's regular broadband to my neighbor's FTTH (they let me test for a day), and the hit registration improved noticeably. Made me realize how much packet loss was affecting my shots.
usb ethernet dongle for internet, GPU drivers installed through windows update (instead of DDU->manual install, yeah, it's not the consensus but this is still miles better for me), CS2 fullscreen windowed (also really important, makes inputs a bit laggier but at least my POV is less delayed
