Just to be sure, these are your specifications, correct?

RTX 3080Ti
32gb ddr5 ram
Asrock z790 pro rs
CT2000P5PSSD8 2TB (Crucial P5 Plus)
PNY CS2130 1TB
Corsair RM850e
1.) What programs do you have installed on your PC and running in the BG?
2.) Did the same issue occur to you with your previous W10 install? Have you tried a different GPU, PSU or SSD? Did this only start occurring to you after CPU+Mobo+RAM upgrade?
3.) Could you take a screenshot of your RAM stick modules using HWInfo (untick sensors only setting upon start of app sw)?
What are your GPU, SSD & CPU temperatures when this occurs?
Yep, those are my the components I have. This issue has been plaguing me since for about a year when I first remember playing a Valorant like game that was in beta and I looked at the Nvidia overlay that was doing what I showed, but I thought it was a bug or something. Even looked it up a little but nothing. Since then I have used windows 10 and 11 where I installed it fresh at least 5 times throughout it all. So yes the issue was on 10 as well. I started upgrading my system because of this issue, so yes it did occur to me when I was on my older setup. I thought maybe a part or something was faulty so I started with upgrading the least expensive parts of my pc. The ram is new, the mobo, the psu, and my cpu. Even my case is new and I just got a better watercooler yesterday for better cpu thermals that I just installed. At this point only the gpu and ssds are the things that have been with me throughout all of this. The only apps I have running in the background that I installed are chrome, discord, Nvidia app/control panel, steam, and goxlr (Sometimes).
CPU: temp 11
GPU: temp 63
Crucial P5 Plus: temp 50 (Windows drive) (Life: 98%, Drive Failure: no, Drive warning: no, 34,724 GB writes, 64,700 GB reads)
PNY: temp 28 (Life: 86%, Drive Failure: no, Drive Warning: no, 40,435 GB writes, 82,507 reads)
