The 2 new Nvidia driver branches (R570 & R575) have been horrible, try using earlier driver versions such as the ones I've mentioned first.
Perhaps even older, but the earliest drive release you can go with is the R510 branch with the 3080ti.
I believe 511.65 was the first 3080ti driver or a release shortly after it.
You have over 50 driver versions to choose from between the R510 branch and the R565 branch.

I've tried some of the things you wrote. Even downgrading to the first ever 3080ti driver. No luck so far. Also something to note, Nvidia overlay itself even shows the latency spikes. Every few seconds it shows a crazy high number and then goes back down.

What BIOS settings have you specifically changed? I'm starting to think you might have a HW issue now (assuming you've got everything SW-based in-check)

The only thing I've changed in my bios is turning on xmp. Which I have tried turning it off and seeing. Here's what Nvidia shows me https://streamable.com/hw7c6l

Yep, those are my the components I have. This issue has been plaguing me since for about a year when I first remember playing a Valorant like game that was in beta and I looked at the Nvidia overlay that was doing what I showed, but I thought it was a bug or something. Even looked it up a little but nothing. Since then I have used windows 10 and 11 where I installed it fresh at least 5 times throughout it all. So yes the issue was on 10 as well. I started upgrading my system because of this issue, so yes it did occur to me when I was on my older setup. I thought maybe a part or something was faulty so I started with upgrading the least expensive parts of my pc. The ram is new, the mobo, the psu, and my cpu. Even my case is new and I just got a better watercooler yesterday for better cpu thermals that I just installed. At this point only the gpu and ssds are the things that have been with me throughout all of this. The only apps I have running in the background that I installed are chrome, discord, Nvidia app/control panel, steam, and goxlr (Sometimes).

Crucial P5 Plus: temp 50 (Windows drive) (Life: 98%, Drive Failure: no, Drive warning: no, 34,724 GB writes, 64,700 GB reads)

Are you looking at your temps with HWInfo?
Just to be sure, are your games located on the PNY or the Crucial drive?
Have you tested whether running games from your Crucial drive helps?
Are you using the M.2 slot which is CPU-routed on your motherboard?

This might come off as a unimaginative response, but have you tried using a GPU & different SSD?
Do you remember the last time this issue (this feel of a huge stutter) didn't occur to you?
Was it with a different GPU or SSD?

Okay cpu is about 40 through my cores. I was looking at the lcd screen my cooler has.
All my steam games are located on my windows drive Crucial. I use my other drive for storing my homework, tools, and project files on it. The pny is the older drive between the two and It was my first ssd for this computer. Before this gpu I had a 3080 and it was a while back, but I don't remember being affected by latency issues with the old 3080 and PNY ssd combo. I haven't tried to use the pny for gaming really after I swapped it to be a backup drive. I came into this 3080ti for free through circumstances in late 2023. Other than my current one, I don't have access to any other gpus. My 1080ti is gone and my 3080 is gone. I would assume I am using the correct M.2 slot. I have it on M.2_1 slot.
