You right, it can be gpu / ram compatibility with motherboard. That mean you can take any ram from qvl list and run with it perfectly.
With gpu same, you can check qvl gpu list, find vbios from that list and flash it on your any-vendor card.

No, I don't “trust you” that it isn't noticable in “ideal systems”.
You can easily verify this yourself by testing a ASMedia controller vs stock Intel/AMD MS drivers in-games while using a 8kHz.
Even easier, you could try using a USB NIC or DAC to see how impactful better DPC/ISR performance is.
Microsecond are important, milliseconds (the 500–1500hz) even more.
In my personal experience, going from a NIC which was not capable of MSI mode (older Qualcomm NIC) to a MSI-X capable one (i210) was night & day in terms of “smoothness” (less macrostuttering from networking drivers)
