Input lag and desync disappeared after stuttering

Usually when I open Valorant for deathmatch, I will get a freeze after a while, which is manifested by screen twitching and large frame drops. This will last for about 2 seconds, and it will only happen once before I am ready to go to bed and shut down.

Today I used DDU to uninstall the NVIDIA driver, and then reinstalled the NVIDIA driver after cleaning
After restarting the computer, I opened the game for deathmatch. After a while, my game started to freeze, but this time the freeze was more serious than before. My screen was twitching and dropping frames crazily, and it lasted for about 10 seconds, and then it returned to normal, but at this time I noticed that my picture was very smooth, the mouse was very sensitive, there was almost no delay, and Desync did not exist. I slaughtered everyone in that game.

I am very curious why this is? I can probably guess that this is related to the GPU. Maybe adjusting some settings about the GPU can greatly reduce mouse delay and Desync, but I can't know what happened when it freezes.

I would like to ask for help from everyone. What might be the cause of the freeze? Can I reproduce the situation at that time through what operations? I will share my experience here,

My configuration is a laptop,
Graphics card: 3070ti
CPU: i9-12900HX 16
RAM: 16GB+16GB DDR5 4000HZ
I have no input lag, currently mainly researching desync.

shaders cache, try to clear directx cache and after new driver the maps/games needs to reload the textures so thats why u stutter just put shader cache to unlimited if u want but just keep playing dms to build cache ig

I've been playing Valorant for a few months, and I guess the map resources should have been cached.
Before I used DDU to offload the GPU, I also had frequent stuttering, usually a 2 second stutter within a few minutes after I turned on my computer and started Valorant to enter the deathmatch.

What's important is why I experienced an unprecedented, nearly 10 second stutter today, and my mouse stuttering and desyncing were much improved than before, but after restarting the computer, these disappeared.

I guess what happened to my GPU after the stuttering? Did the GPU frequency or usage become higher or lower? Or did something change with my network? I don't know, I'm just guessing.
I have no input lag, currently mainly researching desync.

this was or is still a fix,i did on my self(amd) and my friend did it on nvidia,so the tweak is for nvidia i dont know how,but in amd you go in control panel ,and there is option reset shader cache,after you did that, and go in games first time it loads very slow and strange but when you load off all the textures is better,i dont know why and how but this is good to cleaned every month i guess?

I don't think it's a shader cache issue because before I uninstalled the driver, I would freeze for two seconds almost every time I started the first deathmatch on my computer.
