I've always suspected whether the raw input for each type of device is separate.

Back when I played R6S, the settings page was also interestingly designed to specifically distinguish between keyboard and mouse.

Using third-party testing software (non-keyboard driver) for remapping,
I found that in Valorant and CS2, after remapping the A key to the W key, pressing the A key correctly resulted in forward movement (as the W key) in-game.
Only R6S and R6SX still treated the A key as normal left movement.
Those interested can test other games that support raw input, such as OW2
