I think I fixed it by going back to old Realtek windows driver from 2015. I've disabled Interrupt Modulation, Flow Control and Priority & VLAN which were on by default, and for a half an hour of playing DM i haven't noticed any spikes while discord was connected to the voice chat.. Could be worth a shot if you have REALTEK nic..
Where did you get the realtek driver from? I just had stock windows high definition audio driver because the realtek ones i download from realtek/my motherboard are bloated with realtek crap.
I just uninstalled the current driver I had, Windows installed the old one probably via windows update.. But that is not an audio driver, I've downgraded a ethernet driver.

Have you tried limiting discord upload speed using netlimiter ?

Yes, discord may be pretty heavy on system load. I usually close it for serious gaming sessions, and prefer to use Teamspeak which is very lightweight.

I recently have added a percentile view to show the V-Sync buffer in my new VRR low-latency frame pacing mode (dxvk), and Discord as well as Firefox are usually increasing the p95 and p99 percentiles quite significantly (like 100+ microseconds) which causes the mouse to feel a bit laggy.

Try debloating Discord with:

Downside of discord-fixer is that keyboard shortcuts stop working.

Also, try putting discord.exe cpu affinity on last 2 cores (check only cpu 12,13,14,15) and cpu priority "below normal" in task manager. If it works, install process lasso to make it permanent, like Chief said few posts earlier.
