Unable to raise %1 lows in CS2

I'm struggling increasing %1 lows in CS2, after a bunch of tweaking it's still sat at around 70~ fps - same as before tweaking.

I've tried tweaking / trying the following;
HAGS on / off
ReBAR on / off
Reflex on / off
FPS cap via in-game / FPS cap via NVCP / RTSS
Full Screen Exclusive vs Default full screen
Disabling CPU 0 via affinity

My hardware is as below;
Windows 10 64x bit (19045)
Intel i5-2400 (3.1GHz x4 cores)
Gefore GTX 1050 Ti (4gb) (Driver 581.80 NVCleanstall)
16GB DualChannel DDR3 @ 665MHz
WD 120GB SSD

Is there anything i'm missing that I can try? Thanks!

Have you tried moving GPU to different core to execute its interrupts? First benchmark your CPU with AutoGpuAffinity on Github and assign your gpu to the best one. I would also ReservedCPUSets on that CPU so no windows interrupts are running with your GPU.
