Here is a video showing it. Standard BFI is only capable of darkening the entire screen until the next frame overwrites it. Rolling scan with variable height of the dark area is only possible with sub-refresh panel updates.
I think as soon as the TV allows for more than 1 Motion Pro setting, it's a hint it is sub-refresh because standard BFI is restricted to the maximum panel refresh. If the panel refreshes at max 120 Hz and has no sub-refresh strobing or rolling scan, it is just possible to do 60 Hz strobing at 60 fps. This is why the C2, C3 and so on only have the Motion Pro setting On and Off, and no Low, Medium and High. For LCD I assume most do backlight strobing, and this is mostly independent on the max panel refresh because it is related to the state updates of the liquid crystals and not to the updates of the backlight, these are two different processes.

Motion pro medium is probably full screen BFI.
Motion pro High is probably rolling scan bfi.
I have lg c1 . i will make slow motion video, but i can only make 240fps slow motion.

how many fps of 60hz bfi of c1 can achieve?
soemone said 120hz bfi of c1 can be equal to 312fps non stobe display's motion clarity.
how about 60hz bfi ?
i tried 60hz bfi on c1 and noticed the motion clarity when you flip the analog stick to look around,the motion picture not crispy clear as same as 120hz bfi.
2.does c1 draw line from top to bottom one line by one line just like crt beam draw line ?

LG nerfed C1's BFI at 60hz compared to CX's. More brightness at the expense of motion clarity.
But it's so dark on CX that is barely usable, so it's a "pick your poison" choice.
If only TV manufacturers could integrate something similar to retrotink with advanced custom settings, but it's not gonna happen soon, if it not ever.

if play 30fps >60hz with bfi high achieve same motion clarity as 60fps >60hz bfi?
2.have you watch input lag video from microsoft ,it shows the noticeable difference between 1ms and 10ms input lag.
Does motion bfi high add 16ms input ? that's huge
i am wondering how many fps with non strobe display can acheive the same motion clarity as 60fps>60hz bfi?

how many input lag will add if play 60fps>60hz bfi high and 120fps>120hz bfi high?
the input lag of 1080p 60hz of c1 is 13ms then plus 16ms input lag of bfi ,that will be 29ms
rtings said <15ms input lag of 60hz refresh rate consider to be good, 10ms more input lag will be noticeble difference

30 fps at 60 Hz with Motion Pro High will not have the same motion clarity as 60 fps at 60 Hz because you'll get double images when BFI flickers twice as often as the input content.
In HDTVTest's review of the LG C1 Vincent measured:
120 Hz: 5 ms
120 Hz (Motion Pro enabled): 13 ms
60 Hz (Boost Mode enabled): 10 ms
60 Hz (Motion Pro enabled): 21 ms
Note that Vincent measures the time an input signal needs to become visible in the middle of the display. Other people measure top or bottom which gives different results.
So in the end you get between 8 and 11 ms extra input latency when engaging Motion Pro. You are the only person who can judge if that's too much for you. For me personally I always played with Motion Pro (Rocket League for example) and never had issues.
