Screen tearing since a month ago. Different monitors, different cables, drivers reainstalled. STILL no difference! Help!

First time poster and not a tech wizard so please be patient with me!

About a month ago I had purchased a brand new 5090. Realizing once I got it out of the box that it had one HDMI port and three DP ports I bought a 2560 x 1440 AOC VA monitor. I immediately noticed heavy ghosting and screen tearing which prompted me to buy a newer 2.1 displayport cable. This eliminated the tearing but the ghosting still persisted. Which prompted me to buy a second monitor. Once again the monitor had screen tearing, but also a big dent in the corner so I ended up returning it. And I wasn't too worried about trying to fix the screen tearing on this monitor. Now finally I'm on the MSI G272QPF E2. Same displayport cable. Still screentearing. Tried DDU twice, no difference. At one point RivaTuner could stop the screentearing on games but after using DDU once I cannot get that to work anymore :( I've rearranged where my computer is and which power strips stuff is plugged into but has not seemed to make a difference. I've read stuff on this forum only recently about fiber optic display port cables that might help or weird electric frequencies shit that I would be completely over my head in. My OLD 1080p monitor which is connected with HDMI has the same type of screentearing which it didn't used to have for the last 8 years. Which is why I wonder if it some crazy frequency thing.

Here are some videos of both monitors. My phone's camera is not that amazing but I hope it can give you an idea of the type of screentearing. It's like faster at the bottom slower at the top. Very gradual screentearing. If you have any questions feel free to ask I will try to explain better. I hope this doesn't sound too much like incoherent rambling.

And this is the type of DP cable I've been using that fixed the problem at first but now doesn't.

I don't see any tearing in your videos.

It started after GPU replacement. But specifically once I started using 1440p monitors. I did not notice it on 1080p monitor before that. Now even if I use that old monitor alone it still has screentearing.
My PSU is a Cooler Master G750M.
I could hear a noise when I could get RivaTuner to work. Unfortunately I can't seem to replicate it now but knowing now what coil whine sounds like it was probably that. Had the thing you see in videos where if you'd pause the game it would make a different noise than if you were playing. That type of thing.

I think it's easiest to notice in the second video. The top part of the window is slower to update than the top. Like it's getting dragged along. Basically all these small tears gradually going up the screen

I'm looking at it frame by frame, so basically a series of single images, and it looks fine to me. If what you say was true, the dragged window would be oblique.

Switch to the 545.84 graphics driver, and you'll thank me later.

<Chief Blur Buster Left Field Thinking>

I am wondering, if maybe, you're unusually sensitive to display scanout behaviors rather than VSYNC tearing.

</Chief Blur Buster Left Field Thinking>

Question:
- Is the tearing you see a sharp line? (That's VSYNC OFF tearing)
- Is the tearing you see a fuzzy line? (That's display scanout behavior -- high speed videos at www.blurbusters.com/scanout ...)

chief still can't figure out the difference between a tearline and screen jitter.
