I have come to the conclusion it is all hardware related. No amount of altering windows/bios, tweaking, drivers is the solution, even if a difference is noticed, it is not correcting the real issue and never will. I am not in a position to throw money at my problems so I will continue as is and be content with what I have, it is what it is.
My hardware is asus prime z490-p, i5 10600k, f4-3200c16-16gtzrn, ventus 3x oc 3070 ti, thermaltake smart 750w psu.
One thing that gave me a consistent improvement was deep diving into my ram which I was oblivious prior. My RTL's were always decent but my IOL's never trained properly, they had a 10+ digit gap, even without using xmp. I never thought much of it and focused on everything else, assuming ram wouldnt have as big of a impact as it does. Sadly no matter how much research/guides I followed, I still dont have a ideal ram config, but after doing almost every timing manual to safe values, not going for peak performance but rather stability and consistency, I noticed it already felt better. Following that, I tried to manipulate the training for iol, as if i put any number in manually for rtl or iol, it wont boot. So I have to make the motherboard do it, the only way I could fix my IOL was enabling round trip latency training which was on auto by default, however that ruined my RTL but fixed my IOL. Then I set rtl init to try and bridge the gap between my 2 rtls that were 10+ digit lower than the rest, and i got it down to a 8 digit gap and im happy with that. The difference was night and day once I completed everything.
Anyway, one component can make such a impact, I'm sure others are the same way even if "indirectly" more so in a "hardware synergy" concept, which simply can't be fixed without throwing money at the issue. I even believe its part electrical related as well, everytime I turn on my pc when my room lights are on, they briefly flicker (brown out), also my psu makes a buzzing noise constantly, hard to describe and it happens even if my pc is turned off.
No real tweaking is needed if you solve issues at the core. My advice, do good research and pick good hardware combinations, not just individual high end components. There are many posts from people on various sites giving component lists etc, they make it easy, you just need money.
I remember many years ago, I had a high end z97 sli krait board with a i7 4790k, with ddr3 and it was like cl8 or cl9 all other timings were really low as well, that was the last time I had good experience, back then i didnt even know about doing tweaks/bios stuff either, as i didnt need to, everything felt soooo good and was 2nd nature, so the thought never came to mind. I wish i still had it, id use it over what I have now in a heart beat.
Sorry if this post is a nothing burger to some, or me spewing out stuff that has been said many times. Bye bye now
