No handhelds have hardware BFI, but some handhelds let you do software BFI.
That's when the application supports BFI, and if the handheld display has enough refresh rate headroom to support software-based BFI.
The only BFI in handhelds are the 120 Hz displays using software BFI, such as retroarch BFI.

Also, I've heard of CRT simulator being used on 90 Hz OLEDs at 45 Hz, but YMMV.

No 'handheld' screen (<20") has the ability to use backlight strobing (LCD) or has the ability to use BFI (OLED)
The only 60-100Hz single-strobe capable models are mentioned here
