Cool, but is your electrical installation also from 1908? No, because it was probably fully replaced several times since then? Why the hell would a building construction year matter, the only important thing is how old (and good) is the installation, not the age of the house. You can build a state-of-the-art electrical installation in a house from 1700 if you want, and it should work perfectly.

And I have an evidence - not scientific, because how would I do that - but the PC drastically improves under two conditions:
A) Late at night, when the grid is much less congested, and
B) If I turn on high resistive loads (clothing iron, stove, oven, electrical induction hob, kitchen hood...)
The results are not "measurable" because I don't know how would you measure that, because there is literally nothing in software that would pick up any difference (even the voltages on rails are the same per HWMonitor), but the feeling of the smootness, no choppines, visual claritiy of the desktop, precise and fast mouse movement, Windows UI animations differences, the REAL 180Hz refresh rate feeling and not the usual 60Hz feeling...are day and night difference, if you would be used to the shit performance after many years you would notice the difference in 10 seconds.
So how could this be caused by a "bad" hardware / BIOS / Windows, if the problem is apparently directly correlated to apartment electrical load and the time of the day? The only plausible explanation regarding hardware would be a poor low quality PSU which cannot handle a little bit noisy electrical installation, but I tried with a borrowed 400€+ titanium level PSU as well, with zero improvements.
