1 ROUTER 2 PC SAME SERVER PING DIFFERENCE 15MS
im try everythings. Different nic's, different motherboard, drivers, routers, etc..
one pc have packet loss, second 0%, and reverse. Idk what is that, help me.

Bufferbloat on router/2nd pc.
The server is trying to neutralize the delay by increasing the ping of the second PC.
Did you try switch rj45 ports between pc's?

Games often uses not only udp connections, also game sends small packets instead of big ones, but the thing is they sends a lot of small packets.
Do this:
Remove router from chain
Get a WAN cable to first pc, join server and test, move cable to second one join same server and test.
Same ping diff?
If yes its your 2nd pc lan, if no its your router.

Ethernet port priority on the modem. This used to happen with my old internet provider: the ETH1 port worked fine, but ETH2 was already worse, and ETH3 and ETH4 had way too much ping.

Now, if you tell me that you tested PC 2 on the same Ethernet port where PC 1 is connected to check that, I wouldn’t know what to tell you.

Might be caused by a thousand things actually, please be more detailed in your research.
A couple if inputs:
-Ipv6 enabled on the pc that is delayed (which causes another routing either direct or encapsulated);
-Port remapping (cause outbound and inbound ports can't overlap);
-Try a tracert to valve servers when you not connected through relay) - get the ip with wireshark;
-NIC driver packet flow control disabled;
-Saturated NAT Table on the router, if you can root it set up openwrt and disable all qos, or atleast bind mac to far static ips;
-A couple of windows registry tweaks: NetworkThrottlingIndex, TcpAckFrequency, TCPNoDelay;
-Reset tcp stack and flush dns.

we tested all ports, with literally same behaivor. And it changes pc to pc. sometimes one pc gets lowest ping, sometimes another. And all the time one of 2 pc has packet loss in game.
and we tested different games (create local coop) ping on server is 3-15ms, but if ping pc to pc in cmd it shows constant <1ms..
