Not to postjack, same issue.

I’m on 2080ti and can get high fps also. I recently noticed while testing that if I cap my fps to 60, the game won’t hold it rock steady, as it should. It still fluctuates. Same happens at any frame rate, no matter what it doesn’t hold steady.

Especially at 60fps and a 2080ti with everything set to low, no gsync or Vsync and ALL observable power savings features disabled. From power plan to selective suspend. The works.

So my question is why is it a gpu that can pump out frames in the 200s, not hold a solid 60?

If your gpu can't substain solid 60fps in a light game and generally fps fluctuates between 58~60 ,try to cap them with a third part application like rivatuner.
It cold be also a matter of game engine but i believe you had tested differents game already..
2080ti still a great gpu.

I have high performance in my power plan. FPS limit did not help too
If it's not CPU power state fluctuation and/or render queue latency contributing in your case, then it might be I/O-related stutter (swapping data from SSD/HDD to RAM/VRAM, etc), which all games have to an extent on the majority of systems, weak or strong.

That, and I don't know what you typically play, but your specs aren't the strongest for the more demanding titles. For instance, your GPU only has 4GB VRAM, meaning your system could easily be experiencing more pronounced I/O related stutter/slowdown whenever your VRAM usage maxes out and it has to falls back to DRAM and/or the pagefile instead (which are much slower, the latter painfully so).

1. Framerate limiters aren't 100% steady and allow minor frametime fluctuations, typically within 1-2 frames.
2. No matter the maximum achievable average framerate, frametime spikes can effectively plummet the framerate to zero during each occurrence.

I.E. lowering your framerate to a hypothetically 100% achievable average doesn't always guarantee perfect frametime performance.

Understood. Is this also the case when bypassing a limiter and directly setting resolution to 60fps in nvcp?

Yes, frametime variances occur with or without framerate limiters, regardless of the currently set physical refresh rate and/or achievable maximum average framerate.

Asked and answered, nice one!
I can scratch that off the list of potential contributing factors.

Back to my problem. Are there any testing programs to find the possible cause of my problem?

My first answer in the below comment was directly to you:
viewtopic.php?f=10&t=10397&start=10#p84540

As for test programs, many people use LatencyMon, but it was originally created to test real-time audio latency for what I would assume to be things like studio applications, etc. I personally find it ultimately useless for testing game performance, and even in cases where it does point to a particular process that is causing "issues," it's typically OS-level kernels and/or GPU drivers the end-user can do little to nothing about.

Regarding your mouse issues on the desktop, I don't see a problem in your original image capture; mouse input is not 1:1 on anyone's computer, there will be minor feelings of delay. Some will notice this more than others.

All I can suggest is to set your "Pointer Options" in the mouse OS settings to the sixth slider position and disable "Enhance pointer precision," if you haven't already, and to set your mouse polling rate to the highest available (1000Hz, for instance), and your DPI to something that doesn't feel too fast or too slow for you at your currently set resolution.

As for your performance issues, again, your system specs are low-mid tier in this day and age, so some of it could just be performance limitation due to sporadic frametimes and framerates from under-powered components.

That said, I have a relatively upper-end rig (see my forum signature), and I still experience things like stutter, choppiness and feeling of latency from time-to-time, many of which are limitations of the given game engine and I/O performance of modern operating systems.

Modern PC gaming, even at its best, is rarely stutter-free, and not always as smooth as it could be, even with a capable and optimally configured system.

If you want further assistance, we'll need more details than descriptions such as "Stable 144fps isn't as smooth as it should be," "The cursor on the desktop doesn't feel smooth either," and "The shutter/choppy is better word. Games are not smooth at all."

For instance, what reference point do you have to claim that it should be better than it is on your particular set of components? Have you personally played on systems without the issues you're experiencing and in the same games? And if so, how much better and/or different were their specs compared to yours?

Hello there
I have read the post
First time seeing this frameskiping test
Did it, all good for me
I am suing 144hz monitor aswell, the games feel choppy where i can run them 300+ fps
So lattely i am trying to find this thing aswell as the OP question, the games feels choppy on 144hz monitor
So i tried couple of things, like nvidia CP settings, capping fps, reflex, vsync and such
Lattely i found out about the CPU C-states,because i was deep in the rabbit hole, but i will not turn them off

For my conclusion, its because of me i think, that i feel the games choppy.
I think i need more HZ on the monitor, like 300hz+.\

I think i am hungry for more HZ,because when i turn this 144hz monitor to 60hz,its the same choppiness, but more pronounced.
Thats how i came to conclusion that i need more HZ.

If someone have anything up their sleeve, please share.
My problem is the same as OP question,144hz feels choppy, stuttery or something like that.

Hi, nothing will help you. Don't waste your money and energy. The problems are electrical. There's no exact solution, which is why I also thought maybe I had a defective processor, video card, RAM, monitor, and power supply. I built four different PC setups in this apartment, bought five different monitors from TN to OLED, and now I'm using a TN E 540Hz, and everything is the same: the picture is blurry when moving + there's no smooth image, but the FPS is stable at 600-900. Everything is also terrible on the desktop. The system runs sluggishly; it definitely shouldn't behave like this on such an expensive PC. I also wrote posts here about my problem, but I got nothing at all. I only got the same answers: give me proof, limit the FPS by turning off G-Sync and FreeSync. There isn't a single normal answer at all.
