Rare gaming — not a priority. The only games I actually play are GTA Vice City and GTA San Andreas, purely for nostalgia (used to play these years ago). These are 20+ year old games with essentially no GPU/monitor demands — I'm not chasing performance for these, just want them to run, which they will on literally anything. Not a spec driver for my decision at all.
OBS multi-streaming: phone (Samsung, via USB DroidCam) → OBS → simultaneously to YouTube, Facebook, Instagram
Live-selling clothes from my shop, which has heavy/bright lighting — screen visibility in bright rooms matters
PC specs
32GB RAM, decent CPU
GPU is weak/used, can't do 4K@60 reliably (maybe 4K@30 at best) — so I've been leaning toward ruling out 4K monitors entirely, even though a couple were tempting on paper
Tested 60Hz vs 144Hz side-by-side on a relative's LG 32" monitor — noticed the difference, but 60Hz is genuinely fine for me. Not chasing high Hz for its own sake.
Budget: ≤₹20,000 normally, can stretch to ₹25,000 IF there's a real, tangible benefit (not just "nice to have")
GPU specifics (important for the 4K question below)
My GPU is a low-end/used card. As far as I can tell:
4K: only ~30Hz (not 60Hz)
1080p: up to 120Hz
QHD (1440p): maybe 75-90Hz (not fully sure of the exact ceiling)
So I've been assuming 4K monitors are pointless for me since I can't drive them past 30fps — but I'm not 100% certain, so I want to ask directly rather than just rule it out myself.

My questions
Is 4K worth it at all given my GPU (4K@~30Hz)? Or should I stick to QHD and save the money?
27" or 32"? Genuinely undecided between the two.
VA vs IPS — need real input here. I own a small 21" IPS monitor and when I compared it against a cheaper VA panel, the VA looked noticeably duller/washed out. But I also used an LG 32GK650F-B (VA) at a relative's house and found it "good enough" in practice, despite it being VA. On that same LG, I compared 60Hz vs 144Hz and could clearly tell 144Hz was smoother — but I'm fine with 60Hz too if it's cheaper or gets me better contrast/color depth/hardware features/ports instead. I care more about vivid, punchy colors and sharpness than pure black/white contrast — given that, should I lean IPS despite worse contrast, or is a decent VA panel actually fine for what I want?
Ports — I might connect more than one PC in the future, so more ports would help. But I don't need USB-C docking (no laptop use) — just video inputs. I'm totally fine with a single-HDMI-port monitor + an external HDMI switch later, if that combo ends up cheaper or spec-better than paying more for a monitor with built-in multiple ports. Is that a reasonable way to save money, or is a multi-port monitor worth paying more for upfront?
