Does anyone know if a dirty electricity filter, an emi/rfi filtering surge protector, or a power conditioner work?

Alright, so first off. I dont exactly know if I have emi. I feel like ive done everything i possibly could with my computer though and nothing has done anything. so of course the only assumption can be you know, the electricity from the house. or like electric grid lines feeding electricity into the whole city or something. Since similarly to other people, ive rented a pc from an internet cafe for example and still felt like the pc there had an issue. which i mean, if it is electricity, it might not seem crazy when its 40+ pcs all together. I do find it odd that like pro tournments are similarly hosted with yk, maybe 40+ pcs and yet they have no issues with electricity though. but anywho, besides moving since they might take some time for me. are they like any ideas as to what actually works. For those that want to actually know what ive done
Ive done basic things like Capping framerates to avoid 100% usage, turning off certain settings in bios, disabling usb power saving settings, getting rid of overlays, and disabling background software. I've reinstalled Windows, reinstalled it on ios via rufus, and in bios ive disabled C-States, C1E/Enhanced Intel SpeedStep/or Speed Shift Technology, disabled native pcie aspm, disable erp ready, disable legacy usb support, disabled xhci hand off. forced fixed pcie gen modes and set xmp with tuned timings. Disabled hd audio controllers in bios, uninstalled realtek audio drivers. locked Windows to ultimate Performance in power management or any thing in power mnagement(it doesnt matter) and turned off power saving in USB Root Hub. disabled multi plane overlay in the regedit. capped FPS in rtss and launch options. kept mouse polling at 1000Hz(doesnt matter what hz its at). it doesnt matter what usb port i put any of my inputs in. it doesnt matter if i have nothing plugged in except for my mouse. it doesnt matter if i set the affinity of my games to high. ive tried fixing dpc issues using latencymon and all these other tools. Uninstalled all my drivers, used old ones. and It doesnt matter what parts i get. ive used a 3070 with a 5800x3d and 16gb ram. ive used a 4080 with 9800x3d and 32gb ram. ive used intel, im on a 14600k right now. Ive plugged my pc into different power outlets. ive plugged my display port into my cpu to use integrated graphics to see if it was the gpu. ive basically crossed off all the parts i could possibly have changed besides my power supply. ive tried different display cables, ive tried hdmi. i have the issue on all games, i have it outside of games and in the browser, i got the issue on all inputs. ive had 3 different mouses, 2 different keyboards, 6 different controllers. doesn't matter if they are overclocked or not. Now ive probably missed something, whatever ive missed. ive probably done it. but as i said the most important thing of all. was that i rented a pc at a "gamer cafe" 11 miles away from my house and still felt like the pc there had the issue. now ive kept note of everything ive done but at the end of the day, it doesnt matter what i disable or enable. So either I move or idk, maybe i buy a emi filter thing like i suggested. Im not really sure which one though. maybe I can hire someone to check the electricity in my house or maybe fix it. Or maybe i can just buy like an emi meter to like scan and see if my electricity is dirty or higher than normal or something. Ive thought about going on a trip to texas and renting a pc there because my theory is that if pro players pcs are working normally there, maybe I could to. because ive tried to do research and havent been able to find any good players in my own state. i could move in with my grandma in cali or something aswell but im not so sure.

I also play apex. ~10000 hours
My shooting looks exactly like urs. It forces me behind or over the target.
Changing ANY setting fixes it temporarily tho, it’s not just FOV. Sometimes i can change menu cursor speed and I’ll get the exact same symptoms as u.

I won’t be able to hit anything (45-50% accuracy in range that’s when i know it’s bad)

Change something random(FOV, lobby music volume, menu cursor speed)

Try shooting again in range and boom magic. 55-65% accuracy effortlessly. As i continue to one clip the dummies it will slowly fade away. And push me back under 50% every time.

I’ve also tried everything u have and traveled far away and felt the problem there too.

It’s just so weird that my aim is identical to urs when the issue is present. Like identical i simply cannot track correctly until i mess with a setting.

nah i live in vegas but i thought about moving in with my grandma in cali and seeing if her place doesnt have the issue or something. i just have to wait like 5 months after this semester is over so im thinking of other things i could maybe get to see if it fixes the issue or something.

Well for starters you should activate windows. That watermark which is present in all of your YouTube videos is terrible for latency, as it forces the DWM to render the “activate windows” transparent text as a top-level overlay on your application and possibly putting you in Composed Flip Presentation which introduces massive latency

Obviously this will not fix your issue but I’m just letting you know you should at least activate windows
