Ok,so I decided to play some Saints row:Gat out of hell.Every time I launch the game it runs at 60 fps flat,and when I change ANY setting for example(textures high - > medium then medium - > high) it starts running at 144 fps and the game becomes smoother + brighter,so to keep it running like this I have to go to the options menu every time I run the game.
I have now decided to play Saints row 3 co-op and the SAME issue is happening.Funny thing is I have already finished Saints row 3 and the bug never happened before,that game had no bugs whatsoever,the ONLY things that changed from then is 1.Windows 7 - > Windows 8.1 and 2. LG Flatron 60hz - > BenQ XL2430T.
Any ideas on whats causing this?I thought it may have been the monitor fucking things up with auto settings,but even with auto game mode turned off it does not help.

Try this. Right click Saints row:Gat out of hell folder, properties and untick read only. The game can't save your graphic settings in the configuration file because it is read only. One more, run the game as administrator.

That might be it,the whole folder is read only,but when I changed it to non read only after opening and closing the folder properties it still shows read only ticked,the bug is still there.
