PS4, VA or IPS for gaming

Hello, I got xf270hu(QHD, ips, 144hz). Yesterday my friend gave me PS4. I found out that ps4 doesnt support QHD and everything is really blury. So I got several questions:
1. Can ps4 run 1080p 144hz?(All I found is "yOu DoNt nEed 144hz cUz ps4 is 60fps mAx", not a single answer in 5 pages of google for simple question)
2. Im thinking about change my QHD monitor for fullhd or 4K. So I can run PS4, and 1080p games, with more fps. How will look 1080p game settings on 4K monitor? Will it be good looking? Sharp like native resolution?(1 4K`s pixel = 4 1080p`s pixels)
3. VA vs IPS image. VA better contrast, ips better viewing angles. If thats all, then VA is better for gaming. Am i wrong? Why everyone saying to buy IPS?

PS. 4K 144hz too expansive for me, so only fullhd monitors that im interested in and can buy:

Nope. A PS4 can only output a 60Hz 1080p signal. The PS4 Pro can output a 60Hz 4K signal. But in both cases, you only get 60Hz.

It will be blurrier than a 1080p monitor. But many people say it's not too bad because of the high pixel density of 4K displays.

Note that on PC, you can get a much better image by using a sharpness filter. Like "lumasharpen" in ReShade, or the new sharpness filter in GeForce Experience. These are quite good. On my 1440p display, they make 1080p games look quite close to a native 1080p display. It's not perfect, but much better than without it.

3. VA vs IPS image. VA better contrast, ips better viewing angles. If thats all, then VA is better for gaming. Am i wrong? Why everyone saying to buy IPS?

VA does have better contrast and better black levels. But it also has contrast shift as you change your viewing angle (looks like a slight "shimmer" as you move your head around). It also has some ghosting/smearing in dark scenes. That's why some people prefer IPS. However, this is subjective opinion. Some people prefer VA, some people prefer IPS.

If you hate ghosting, then IPS is much better than VA. The pixel response of VA monitors are highly asymmetric for dark colors versus bright colors, to the tune of literally ~10ms difference between the slowest GtG color and fastest GtG color. This creates a situation where bright images feel fine but dark images feel like they ghost more during motion -- a potential issue if you play a lot of dungeon-style FPS games. So it's a pro/con.

I hate ghosting. 4 years ago I had VG248QE, I didnt like the image of TN and I saw some ghosting. Now I have XF270HUA, and I see ghosting on this IPS. I never tried VA so I want to try it. Is GtG(grey to grey?) mean a "response time"? Because displayspecifications.com says that CV27F(VA Im interested in) has less response time.

Are you sure you're not confusing ghosting with motion blur? These are different things. In non-ULMB mode, motion blur would be still there even if the display had magical 0ms response time pixels.

Or, if you are using ULMB, then ghosting manifests itself as crosstalk. VA panels are worse than IPS in this regard.

I didnt like both. May be Im asking for too much, im just learning the things.

I'm afraid that's how LCD displays look like in general. You can enable ULMB in your XF270HUA. ULMB will remove motion blur, but will add crosstalk, you will lose image brightness, and of course you lose the ability to use g-sync. Note that you can only use ULMB at 120Hz, 100Hz and 85Hz, and you need to disable g-sync. ULMB does not work at anything higher than 120Hz on this monitor.

And yes, VA panels are worse than IPS in this regard.

In general, if you prefer g-sync instead of ULMB, it's best to use 144Hz with this monitor for gaming (and 120Hz is best for watching video.) And for all LCD monitors with ULMB (or similar) disabled, and regardless if they're TN, IPS or VA, make sure your games run at least with 90FPS. That's the framerate where motion blur starts to clear up a lot. The higher the better of course, but 90 is kind of the lower limit for good motion clarity.

Finally, keep in mind that the UFO test is specifically designed to make LCD motion artifacts look as horrible as possible. It's a synthetic worst-case test. You should judge your monitor on how good the games you play or the movies your watch look (or whatever regular content you view on it.) The UFO test is there to make comparisons between different monitors. It doesn't tell you much on its own. All LCD monitors will have ghosting or blur or crosstalk when viewing the UFO test, because it is designed to expose the shortcomings of LCD technology as much as possible.

My monitor doesnt support G-Sync, only FreeSync. ULMB is only for G-Sync, am i wrong?

Name of my monitor "XF270HU (UM.HX0AA.A02)". But UM.HX0AA.A02 full name XF270HU Abmiidprzx, so I guessed that newegg wrote not full name of product, and my monitor is XF270HUA.

Ah, sorry. I confused XF270HUA with XB271HU. The XF270HUA does not have ULMB.

However, the XF270HUA, like many other freesync monitors, should be g-sync compatible with modern nvidia drivers and with 1000-series nvidia GPUs and newer. Some people have reported it as working with g-sync:
