Yeah, putting aside stuttering as I mentioned the display bug regarding mismatched refresh rates was fixed a couple years ago in Windows.
After messing around quite a bit with the frame skipping test prior I do think there are limitations as to what you can test in a web browser and it turns an awful lot into you manipulating a slightly buggy test rather then you finding out some end all behavior. For instance I get a much better graph then you, but I still get occasional red spiking in Chrome.
The registry edit was specifically for removing gamebar/dvr/xbox integration and an attempt to restore disable full screen functionality.
The best version of W10 is currently 1607 LTSB for removing bloat, see the post I made. It's impossible to get a flatline due to the system accessing resources, however mine isn't as bad as yours and it looks like 1000w is better then mine with a Twitch video running on my secondary display.

So I did not want to make a new thread on this persistent issue. I get video stutter/lag when I have videos playing on both monitors in chrome and change the play head on either video. I get the same stutters when doing other activities but playing two videos on chrome is the easiest way to duplicate it every time. I do not recall having the problem a few months ago. The easy fix to the problem is to just turn off hardware acceleration in Chrome settings. I am guessing that is not an ideal solution, any thoughts?
