Alienware 2721D G Sync Sttutering

Hello,
First of all take my apologizes for my bad english,but I hope you will understand me.
I take Alienware 2721D before 2 days but I have sttutering in PUBG also feel big input in Menu becouse there is locked FPS to 60Hz
I try G Sync+ V Sync, G sync, G sync+Vsync+Ultra low latency mod,but same when I set to FIxed Refresh everything is smooth.Also I play Escape from Tarkov where again Menu is locked 60FPS there again HUge input lag.Can someone help me where is the problem is it possible to have defective chip?
