Micro stutter on all of my games with vsync off

hey guys, ive created this account to ask for help, my issue is every game when i turn vsync off the picture becomes extremly jittery and its like its skipping frames, it looks ok when i turn vsync on or cap fps to my refresh rate which is 60hz but if i turn it off becasue i dont want to have input lag the issue persists.
i know what tearing is and this is not like tearing it looks like i have 50 fps even though i can have more than 160 fps in some games...intersting part is when my fps is like 160 its kinda smooth but as soon as it drops to like 110 or lower it will look stuttery
i didnt have this issue before it all started happening suddenly about a year and half ago
at first i thought its my setup but i have changed almost every compomonent in my system to no avail.
i have tried everything there is to fix this issue but still i have not find any solution.

my current rig
Mobo: gigabyte b560m arous elite
3200 mhz corsair lpx ram 8*2
cpu: i5 11400f
GPU: gigabyte gtx 1660 oc gaming
700w psu green 80plus gold rated
a 120gb SSD and 2 1TB HDD

my monitor is a very old one though its LGw2261vp im using it for about a decade and sent it 2 times for repair, my question is could it be my monitor thats kinda exaggerating the slow downs im getting in game?
thing is ive tried my pc on my 1080 60hz tv and the picture is still no smooth
guys if you can help me fix this issue i would be very grateful.

one thing i discovered is when i cap my fps to 60 or 120 fps it has tearing but looks smooth but when i cap to any any fps ranging from 70 to 110 then the stutters begin. but i never hard this issue before i would disable vsync and my fps would vary alot and the picture looked smooth with some tearing.
what can be the cause of this?

Increase RFI spread spectrum to 6%, and report back here. If it's still happening enable SB spread spectrum as well, and other forms of spread spectrum. You have might be experiencing high interference.

hey mate thanks for the reply. i tried looking in the bios but i didnt find such option...my mobo is gigabyte b560m
but my bus speed is like 99.78 so i guess it must be enabled by default?

thx for the reply mate. i have tried that countless times to no effect...its not normal stutters like mini freezes but constant choppiness whenever my fps drops from 120 or 60
when i cap my fps to 100 my frame time is consistent but the choppiness is still there

If your bus speed isn't at 100.00 then SB spread spectrum is enabled by default. Try setting it to 100.00. You might have to flash an unlocked bios, or use SCEWIN to change hidden settings.

In the latest versions of Windows (1809 & 1903) Game Mode no longer does GPU/CPU prioritization. This prioritization was intended to give more resources to the running game at the cost of background processes, but we found it impacted some games and other scenarios. As an example streaming was impacted in apps like OBS because we were starving them of resources needed to encode.



In these later builds Game Mode is intended to help by removing distractions while playing. In particular it tries to stop Windows Update from updating drivers and stops it from notifying you of non-critical updates. It also causes the CPU to run at a minimum of 100% (on desktop, not laptops) to help reduce CPU fluctuations which may cause performance issues.

Not an OP here, but I only have BCLK Spread Spectrum. Is it the same option?
