May be a stupid question, but …
I’m wondering if a static image (ie white screen with black text) is refreshed 120 times per second with a 120hz monitor, like a non static image( ie movie).
Does refresh rate work independently to the image displayed ?

Yes, the monitor (and any display, for that matter) will continually refresh at it's currently set Hz (I.E. 120 times at 120Hz) whether or not the image being displayed on it is "static."
