Well mate you are not alone...
i was changing ISP but with no belive that there is something wrong with internet (i have lowest ping no loss no choke) from local ISP fiber to Vodafone no improve.... so i return back to my local ISP 500UP/200Down and notice that there is something wrong with download. A was always blaming electricity i thing i was wrong. At monday they wil come to change electricity meater but i allready know thats not the issue. Issue are the ISP they are choked (players) badly.
My GF got unlimetd data on mobile phone so she make hotspot for me and all hitbox are perfect.... sure there is sometime 300 (average like 40ms) ping but it act like has to when you got 300 ping. If i play on fiber with 5 ms ping its like +1000ms i dont know how thats is possible but thats the way its are.
There is only two more ISP in my town so i will try them with no hope because i belive they are all connected to same thing and these days data from mobile phone has higher priority on the network then regular fiber.

My story:
1. Installed pretty decent internet from local ISP, lots of people are using it and successfully playing CS:GO except me.
2. After months of blaming the ISP for my issues I've changed it to another one - nothing changed.
3. After 2 weeks trial I've changed to another one but using same infrastructure like the second one, because I was sure it's about routing - same result.
4. Tried LTE internet - all the same.
5. Changed electrical wiring in my flat - nothing changed.
I don't know what next. Maybe some of my neighbours are polluting circuits in the building with their old CCCP equipment. As long as I will not change my PC's location it's just wandering in a fog.
Could you stop with this misleading? Every case is different.

I blame ISP they want only money and never upgrade the network.
Since 2020 my internet was flawless but then T mobile claim offer fiber internet at my home. Nobody outside was building any lines ar stuf like this and i know what i am saying because i work on gas pipelines so i know what it take to build new optical cables…
So they share the cables some of them has higher priority then the other because there is no regulations on that. They know there is issue but since they deliver speed they ok.
I am from czech republic so thats not far from germany and i dont know how turkis player can play like they play so thats why i think the issue is local for sure…

I suppose it may be an incorrect setting of the qos or the size of the packet buffer. The packet enters the queue and is delayed, sometimes 0.5s or more, it less at night because the load is less, but because it is configured incorrectly, the packets are still queued. For surfing, download or upload its nothing, for gaming its just f**ked up. Since this is an UDP, the server simply discards outgoing packets, it turns out that the sequence of packets is violated. Here's the delay and de-sync, bad hitreg. You can google - qos for cisco or juniper, packet buffer size, delay packets.

People still trying to fix this.. Don't waste your time unless you have a lot of money and can afford new apartments with a new PC.
The only thing that you can do now is:
1. Test every BIOS version.
2. After BIOS version install set your RAM CL to 1.
3. If you don't see any improvement - repeat same with other BIOS version.
Accidentally, after installing one version of the BIOS, I felt a really big improvement - In valorant immortal game I had really good stats. Germany is also a shitty country in that case and yes it is. Most internet users suffer from it and literally have crappy internet. No one can tell you exactly what that is, but it's the case. I myself am from Germany and have been affected since I moved here in 2016. But I first noticed it with cable Internet and when I switched to DSL, I had the same phenomena there as well. Very few gamers in Germany even have good internet for gaming. I think those who live in Bayern have good net, because Bayern is a very expensive state and the infrastructure there must be generally good.
There is only one German I know who moved from the south of Germany to the north and still has great net for gaming and that is Misery (Lemiisery) on Youtube. He has good reg everywhere, no matter what he gambles.
Oldschool007 is the only German I know who has booked a leased line from Telekom just for gaming and the other day they found a fault after 6 months ! on his line. This error was not in the home network, but on his port which is directly to the exchange. He has a double copper line and one of them was 100 meters longer than the other and since they fixed it, he is finally able to play normally with his leased line.

Well, there are not so many professional CS:GO players in Germany comparing to Sweden, Denmark, France, even Russla and Ukralne. Of course I can't exclude internet issue for 100% even though I tried a lot. The last resort for me is to hire network specialist to check fiber in my apartament for suppression, dispersion, waveguide losses, transmission bit rate . I am going to contact one and let's lee. We say that fiber is very resistant to EMI, which is true, but still it has its disadvantages.

Because in my case i'm pretty sure now its related to the network. I tested my circuits, bought a double conversion online ups but didnt help.
The only time i see a clear difference is when i play on LTE but of course its not playable when the antenna is loaded.
That would also explain why some people like me have better hitreg during night time (when most people are asleep).
And i think its the point with ISP's, their must be some algorithm throttling UDP packets to accomodate all the users and of course its never noticed by lambda people because they often use internet juste to watch tv, download and surf internet. Then their is the gamers who suffers from this but they are also not noticing it because they have no clue.
So at the end we are only few people really dissrupted by this fact but we cant say anything to the ISP because first we dont have proof and second we represent a few percentage that they dont even bother.
It would be great in the first place if a network engineer could help us to point out this throttling via wireshark or some stuff.

Just like you, he bought a double conversion online ups a week ago and connected his LL to it. His remote device then took 20 minutes for a dsl resync so the business customer hotline called him [since they saw the interruption] and measured a too strong resistance on his line.
They found out that the port at the exchange had a fault. A copper wire was 100 meters longer than the other and since they fixed that [4 days ago] it works for him 90% in gaming due his own speechs.
As far as i know the LL is still connected to the UPS but it should also work without. he is just to scared that the shit came back after he disconnect the LL from the UPS.
