Yeah, that works fine. In the past I thought ssync won't work correctly with vsync, but I was wrong. It works fine, except it has more input lag than without vsync. Still much lower input lag than without ssync though.
And now I wonder, can I use S-Sync to achieve proper 30 FPS lock on this game? Even when my GPU is not powerful, and there's no much headroom with Cp2077 on medium settings (GPU usage 80 - 100 % all the time)?
If this could be proper approach, what settings should I use? I mean with Scanline Sync X/2 and VSync OFF. What value should I put next to S-Sync? I read that it's used to hide tearline and should be in -30 to -80 range but I'm not sure.
Hybrid ssync was added at some point to RTSS. It doesn't require that much GPU time as normal ssync. Maybe try it and see if it works in your case:

Could you tell me more about these values which has to be entered next to Scanline Sync X/2? What "1" means? I'm testing hybrid mode right now. I entered "-100" value as it was on the screenshot.

This is the target scanline of the display to sync against. 1 is the very fist line at the top of the screen. You only use that when you enable vsync.
Without vsync, you need to actually find a good scanline to sync against. -100 is 100 lines above the bottom of the screen. The trick is to hide tearing by syncing against a display line that is hidden below the bottom of the screen. For example on a 1080p display, there's not just 1080 lines. There's usually about 1200 lines or so. These bottom lines are invisible and their purpose is to provide a mechanism for the video card to sync its output with the display.
So if you're using a 1080p display which has 1200 lines in total, when you enter -100, then RTSS will try to sync to line 1100.
You have to experiment with this value to find out when exactly the tearing line disappears below the bottom of your screen.

Okey, now I understand. In my case there seems to be three solutions:
1. S-Sync X/2 in "standard" mode, with value "1" and Vsync ON via NVCP.
2. S-Sync X/2 in hybrid mode, with value which I have to find to hide tearline, VSync OFF and framelimiter set to 30.
3. S-Sync X/2 in "standard" mode, with value which I have to find to hide tearline, VSync OFF, without framelimiter.
Do I understand it correctly?
One more question: what can happen in situation when let say location in game is very demanding for hardware and for short period of time it cannot maintain that 30 FPS? Or performance is "exactly" for 30 FPS (no enough power to let say give 33FPS for that moment of game).
Actually, but I'm not 100 % sure, in this kind of situation screen tearing appears in the middle of the screen, but to be honest it's less visible than for example when standard Vsync is off and FPS > Hz.

I believe you need to use the exact refresh rate of your monitor, not 30. Alt+click as mentioned in guide might work, and also check:

I tested refresh rate on linked site and also in RTSS app and it's 60.000 Hz
For now I'm using S-Sync X/2 in hybrid mode (so framelimiter is also set to 30) plus Vsync ON via NVCP and "1" in S-Sync value. It works good, input lag seems to be low. For now I will propably stick with this setup but will test other settings.
